You can get a hint about the location by clicking the Tome of Set Dungeons in the Royal Quarters (still while wearing the set). To enter a set dungeon, you have to wear the required set and go to the set dungeon's location. To get all cosmetic rewards, you have to master each of the 28 set dungeons (24 dungeons if you don't have the necromancer pack) within 5 minutes. There are four set dungeons for each of the seven classes. Set dungeons were introduced in patch 2.4.0 and are predefined dungeons you have to complete while using a specific class set.
